  • 描述: 本研究旨在探討國民小學校長、主任與教師對於國小實施校長專業證照制度之意見、看法,並研擬出獲得國小校長專業證照之條件內容與相關配套措施。為達研究目的,本研究採用問卷調查方式選取台南縣市之公立國民小學校長、主任與教師共450人為研究樣本,回收問卷除剔除無效問卷3份外,共計405份有效問卷,回收率為91%,並以次數分配及百分比統計進行分析。另外再以實地訪談的方式,訪問17位校長、主任、教師、教育行政人員與專家學者之意見。本研究結果如下:壹、國小實施校長專業證照制度之意見分析一、絕大多數的國小校長、主任與教師贊成國小校長專業證照制度的實施。二、贊成國小實施校長專業證照制度之理由,以可提升專業能力為主。三、不贊成國小實施校長專業證照制度之理由,主要來自此制度可能引發之相關問題,需有配套措施。貳、獲得國小校長專業證照之條件分析一、獲得國小校長專業證照應考慮多方面的條件。二、教學與行政經驗應均需考慮在內。三、取得國小校長專業證照所需具備之專業知能應多元化。參、國小校長專業證照之內容分析一、需建立初任校長導入輔導制度,輔導人員應在校長儲訓課程中直接安排輔導校長擔任。二、實習時間以一年為主,內容應包含實務經驗與實地參觀。三、由教育部為規劃與辦理國小校長專業證照制度之機構,證照全國通用。四、國小校長專業證照審查人員代表應多元化,六至十人為宜,由各類團體互選推薦。五、現任校長不必參加認證。六、取得國小校長專業證照之作業流程應明確與公開。七、目前校長培育制度應繼續沿用。八、國小校長需在職進修,以縣市政府為主要辦理單位,內容應多樣化。九、國小校長專業證照之有效期限為八年,並以辦學績效為更新標準。十、不應輕易撤銷國小校長專業證照,要以教育部為撤銷審理機關,撤銷程序合理期限為一年,撤銷證照後一年以後方能提出申請。肆、國小校長專業證照制度實施之問題分析與配套措施一、國小實施校長專業證照制度可能遭遇問題,包括1.審核標準不易訂定、2.辦理證照檢定之機構公信力不足、3.校長本身排斥與反彈、4.法源基礎不足等,此可能產生負面影響,必須有相關配套措施。二、國小實施校長專業證照制度應有周詳之配套措施,包括1.客觀的評鑑標準、2.相關法令的修正、3.適當且足夠的在職進修制度、4.建立校長評鑑制度、5.清晰的取得專業證照作業流程、6.訂定校長專業證照制度的檢定標準、7.一定時間的更新與換證等。本章依據研究結果歸納出結論並提出相關建議,以提供主管教育行政機關、校長、主任以及未來研究者參考。
    The objective of this research is to discuss the comments and viewpoint of the elementary school principals, chiefs and teachers for the implement of principal professional certificate system, also, to study the conditions for elementary school principals to obtain the professional certificate as well as the measures to go with it. In order to achieve the research goal, this research has applied questionnaire method to take 450 elementary school principals, chiefs and teachers at Tainan City and Tainan County elementary schools as sample. After getting rid of 3 copies of invalid questionnaire, there are 405 valid questionnaires with 91% returned rate. Then they are analyzed with frequency distribution and percentage proportion statistics. Besides, have the comments of 17 principals, chiefs, teachers, education administrative personnel, professionals and scholars through personal interview method, and the results are as the followings: A. Analysis of the opinion for the implement of principal professional certificate system at elementary schools.1. Most of the elementary school principals, chiefs, and teachers agree with the implement of principal professional certificate system at elementary schools.2. The reason to agree with the implement of principal professional certificate system at elementary schools is that it may upgrade the professional capability.3. The reason to disagree with the implement of principal professional certificate system at elementary schools is that it might cause related problems and must have measures to go with it.B. Analysis of the conditions for elementary school principals to obtain the professional certificate.1. It shall consider conditions of different aspects for elementary school principals to obtain the professional certificate.2. It shall also consider the teaching and administrative experience of the elementary schools principals.3. The professional knowledge that is necessary for elementary school principals to obtain the professional certificate shall be diversified.C. Analysis of the contents for elementary schools principal to obtain the professional certificate.1. It shall set up the initial elected principal to get into the guidance system, and the counselor shall arrange the guidance principles to take the job directly on the principal training course.2. The practical training period shall be one year; the content shall include practical experience and actual visit.3. The Ministry of Education shall be the organization to plan and handle the professional certificate of the elementary school principals, and such certificate shall be used nation wide.4. The assessment personnel representatives for the professional certificate of the elementary school principals must be diversified, which is best to have 6 to 10 persons and shall be recommended and elected by different departments.5. The current principal shall exempt from the certificate approval.6. The work procedure for elementary school principals to obtain the professional certificate shall be concise and made public.7. The current principal training system shall be carried on.8. The elementary school principals shall do the on job training, and the county or city government shall be the major handling department, while the content shall be diversified.9. The validity of the professional certificate of elementary school principals is eight years, and the renewal standard is based on the school operation performance.10. It shall not cancel the professional certificate of elementary school principals too easily. It shall take the Ministry of Education as the cancel and assessment organization, the reasonable period for cancel procedure shall be one year, and the application shall be submitted one year after the professional certificate has been cancelled.D. Analysis of the problem for the implement of professional certificate system at elementary schools and the measures to go with it.1. The possible problems confronted with the implement of principal professional certificate system at elementary schools include: 1) hard to set up the assessment system; 2) the credibility of the hosting department for certificate assessment is insufficient; 3) The rejection and denial of the principals; 4) The legal basis is insufficient, etc, might cause negative impact, and must have related measures to go with them.2. It shall have sound matching measures on the implement of principal professional certificate system at elementary schools, which include: 1) Objective assessment standard; 2) Amendment on related laws and regulations; 3) Appropriate and sufficient on job training; 4) Establish the principal assessment system; 5) The clear operation procedure for acquiring the professional certificate; 6) Set up the examination standard for principal professional certificate system; 7) To renew and change the certificate at certain period.Finally, it has come up with this research conclusion based on the research results and to offer the related suggestion as future reference for the educational administrative authority concerned, principals, chiefs and the future researchers.
