描述: 雲林縣虎尾鎮在明清時期便有先民拓墾，因而形成以漢人為主的聚落。在日治時期則因大日本製糖株式會社在此設立工場，行政地位得以提升，而以「郡」為行政中心所在，也因糖業鐵路的蓬勃發展，帶動虎尾市街的繁榮。戰後隨著會社離台，面臨糖業衰退，市街成長漸趨緩慢。近來隨著糖業轉型和文化資產的保存意識抬頭，中科虎尾園區和高鐵雲林站的相繼設立，似乎又為虎尾帶來了新的發展契機。本文透過文獻蒐集與整理、田野調查與口頭訪談三種研究方法，蒐集相關佐證資料，以了解虎尾地區的拓墾與開發過程，以及虎尾糖廠對虎尾地區的發展變遷，在糖業沒落後文化資產保存概念與公共建設投入對虎尾地區可能的質變與效益，提出以下結論：一、「糖都」成為虎尾的符號形象代表：結合社區、政府和各界的資源，透過與糖業相關的文化活動發聲，可以讓糖業都市─虎尾注入新的活力，社區的凝聚力也更形穩固，促使糖業更加在地化、文化化。二、地方事與人事：官方和民間齊心合力：日治時期臺灣總督府對於虎尾地區的土地運用與開發，提出政策性的規畫，使得糖事業達到巔峰時期，促使人口逐年攀升，市街也進行改正，公共建設的投注和商業行為日漸繁盛。光復初期歷經外匯政策的風光時期、產業衰退轉型的需求，依附糖業發展的虎尾，必須透過官方與民間合作走出自己的一哩路。三、產業的全面、多元、多層次的開發：政府、民間和糖廠三方面應試圖尋求糖業與虎尾在地文化的結合，讓虎尾不再只是糖業都市，藉由文化資產保存的浪潮，透過文化資產和在地產業的結合，再度活化虎尾地區。四、充滿希望的未來發展：虎尾科技大學的設立與擴充，不只能帶動虎尾新的的商業行為，也能促進新的人口移居或定居。而中科園區虎尾區的設立，使得環保節能的廠商進駐，不只能帶動就業人潮，還能促進虎尾增設適合居住和活動的空間，提升在地居住的品質。此外高鐵雲林站的設立，也可加速虎尾地區的交通聯繫，提昇觀光消費行為。

During the Dai Nippon Sugar Manufacturing Co. set up workshop here, administrative status to flourish, while “Prefecture” for administrative center is located, due to vigorous development of the sugar railways, promoting the prosperity of Huwei streets. After the war as the Dai Nippon Sugar Manufacturing Co. leave, sugar industry facing a recession, the streets grow more slowly. As the sugar industry restructuring and the cultural assets preservation awareness, CTSP in Huwei and THSR Yunlin stations have been established, appears to Huwei brought new development opportunities. The search used three research methods include literature collection and collation, field study and oral interviews. Collected related data corroboration to understand the extension of Huwei district reclamation and development process, and the evolution of sugar industry in Huwei, sugar did not lag behind construction of the concept of cultural assets preservation and public investment on Huwei district may change and benefit, made the following conclusions:First, the "sugar" symbol image representative of Huwei: resources combined with community, government and the community, through the voice of cultural activities associated with sugar, Sugar Town -Huwei injected new vitality, community cohesion and more consolidated, of sugar, culture.Second, local staff: official and civil society work together: during the Japanese occupation of Taiwan Governor General Huwei district land use and development, of policy planning, making sugar undertakings to achieve peak, rising population year by year, streets improvement, public betting and business practices in the construction of an increasingly prosperous. After retrocession after the foreign exchange needs of the policy landscape and industrial decline in the period of transition, development of sugar industry at Huwei, through official and civil cooperation out of their miles.Third, comprehensive, diversified, multi-level development of the industry: government, civil society and the sugar industry should try to find a combination of sugar and Huwei culture, Huwei is no longer just a Sugar Town, through the waves of cultural heritage preservation, through a combination of cultural assets and real estate, once again activated in Huwei.Four, full of hope for the future development: the establishment and expansion of National Formosa University, not only to drive Huwei new business practices, can also promote new population emigrated or settle. CTSP in Huwei district set up, allows manufacturers of environmental protection and energy saving presence, not only to stimulate employment of crowds, could contribute to the Huwei for additional living space and activities, enhance the quality of living. In addition THSR Yunlin station set up, can also accelerate the Huwei regional transport links, improve tourist consumption behavior.
