描述: 本研究以各時期的地圖、文獻資料以及圖像資料來探討討台南府城南門成外的土地利用之變遷，清代台南府城南門外即是台南府城的墓葬區，台南府城南門外地區在清代的土地利用活動已墓葬為主，其中包含有一般人民的墓葬，以及政府所實行的義塚，此外，在墳墓區的外圍，也發展出幾個小聚落，聚落與聚落之間，聚落與府城之間，都因為墓葬區的隔閡爾產生發展上以及生活上的阻礙，台南府城南門外在清代時期，未有改變土地利用的方式，而聚落也因為生活上的不方便以及謀生的不易而漸漸的消失。日至時期的台南府城南門外地區，因為在日本政府的政令之下，開始大規模的遷葬，遷葬之因即為日本政府所實施的台南市都市計畫，分為三個時期，萌芽期、開拓期、展開期，逐步的擴張台南市的都市範圍，因此在取得土地的過程中，項城郊一代發展，台南府城南門外的墓葬區成為日至時期台南市南向發展的重心，經過墳墓遷移之後的土地，經過重新規劃，行程教育、運動設施的專用地，日至時期台南府城南門外的墓葬景象，在透過日本政府的政治力量的遷葬之下，以及遷葬之後的建設，轉變成學校與運動場，充滿活力的區域。戰爭期間，因為戰爭需要，在台南府城南門外墓葬區的南側建立台南軍機場，因此在戰爭期間，台南府城南門外地區又帶入軍事的色彩，戰後國民政府接收日本人撤退之後的所有建設，將空軍後勤補給對進駐台南軍機場，隨之而來的眷屬則佔據日本人的宿舍，另外在新建多處的眷村，戰後初期的眷村文化即進入台南府城南門外地區。台南市政府從戰後階段性的實施都市計畫、都市綜合發展計畫，陸陸續續的開闢道路，建設道路，以及規劃新的設施，而台南府城南門外地區在戰後的建設並不多，其原因為台南市第一公墓仍佔地廣大，遷移不易，另外，南側的機場則為限制台南府城南門外地區的建物發展，以及帶來噪音污染，史台南府城南門外地區在戰後的發展漸漸趨緩。近年來，在台南府城南門外地區推行細部計畫，將舊有的區域重新規劃，如體育園區、水交社文化區、國際航站區，此為台南府城南門外地區在未來的計畫上即將實施的改變。
