Description: 本研究是以1978年創刊到2006年停刊的《民生報》對於臺南縣市之旅遊景點報導進行分析，歸納不同時期對於臺南旅遊景點的介紹，希望透過報導得知當時報導的旅遊訊息；接著依循景點類型的變化，探究戰後臺南旅遊景點被選擇介紹的因素，景點轉換的不同，其與政策是否具相關性；最後想得知臺南縣市之景點或旅遊行程形塑的影響因素，是由政府策動，亦或有民間加入發想。 1978年民生報創立至1993年政府對於臺南縣市的景點塑造在自然生態、休閒產業、古蹟持續有影響力，宗教民俗從原本民間影響轉為開始有政府的力量的介入；飲食則仍為記者個人之介紹推薦。1994年社區總體營造政策實施後至2006年，政府提倡民間的力量加入，配合「全國文藝季」轉型的「縣市文化節」，振興地方產業，將自然生態、休閒產業、古蹟、宗教信仰、飲食一同連結，可見臺南縣市在推動的景點類型與活動，包含重新包裝舊的景點與開發新的行程。另外2001年「全國歷史建築百景」及2006年舉辦「南瀛勝景評選」的票選，可見遊客開始成為景點挑選與產生影響力的要素。整體看來臺南縣市的旅遊景點挑選與規劃不同，過去是依照政府提供的景點觀覽，現改以民間團體與遊客為主要評選景點的對象。無論自然生態、休閒產業、古蹟、宗教民俗、飲食等，政府雖是主辦單位，但實質是輔助各活動進行的角色，對於旅遊景點的影響力銳減；而負責規劃活動的民間組織與參與的民眾，為真正影響景點塑造的主導者。綜觀臺南縣市景點的影響要素與政府權力的相互關係密切，自清代到現代皆可見政府影響力，但從資料中可見政府影響力有逐漸減少之趨勢，反之民間團體與遊客對於景點的影響開始攀升，因此從本文亦可知政府與民眾影響力的消長。
The focus of this study is on the travel and leisure section of the Min Sheng Daily, with a consolidated analysis of the places of travel and leisure in Tainan, as well as a generalized conclusion of various travel and leisure reports on Tainan. It looks into the different types of travel and leisure attractions that are available, the policies prevailing these attractions, and also probes into the factors that help shape the attractions'' success. The Min Sheng Daily News - travel and leisure section was set up to resonate the government''s views on the places of travel and leisure in Tainan; hence, it had a major influence in all the attractions of this city, be it of its natural sceneries, historical sites or its leisure industries. In 1994, the Taiwanese government helped support and encourage community empowerment in Tainan by urging civil societies to jointly promote and coordinate with all types of places of travel and leisure, to create new activity to assist in the revitalizing of the local economy. The government also organizes poll events, clearly demonstrating how much they value the feedback of the visitors. Subsequently, the Min Sheng Daily also ceased its publication in the year 2006.Though, the travel and leisure attractions in Tainan was once single-handedly promoted by its government, it is now promoted mainly by the civil societies and the visitors .My research report will show though the influence of the government from the Qing Dynasty to this current day in Tainan continues, it is gradually diminishing in power. On the contrary, the views of the civil societies, as well as its visitors are gradually gaining great influence. Therefore, my research aims to create an understanding of the travel and leisure attractions in Tainan and its fluctuation curve, which is caused by its government, civil societies and visitors.
