近年來媒體常報導許多弱勢家庭或獨居者在家中身亡無人關懷或生活陷困卻無法得到幫助的新聞,讓世人普遍認為公務員缺乏公共服務熱忱,惟許多實證研究發現,公務員選擇進入公部門任職係具有較高的「公共服務動機」,且會提高其在工作上的認知與工作表現,與世人對於公務員的看法似有落差,是否有可能是受到公務員對民眾的同情關懷所產生的「同情疲勞」影響,是值得探究的課題。 本研究以臺南市37區公所民政課、社會課、行政課的基層員工為研究對象,採問卷發放方式來進行實證研究,共發出342份問卷,回收315份,剔除無效問卷5份,有效問卷共310份,問卷回收率92.1%。 本研究之研究方法採量化分析,根據分析結果,本研究結論如下: 一、員工的公共服務動機越高,其對工作滿意度越高。 二、員工的公共服務動機越高,其工作努力意願越高。 三、員工產生同情疲勞無顯著調節公共服務動機與工作滿意度間的關係。 四、員工產生同情疲勞無顯著調節公共服務動機與工作努力意願間的關係。 基於上述結論,本研究進而提出管理意涵以及對未來研究的建議。
In recent years, the media has often reported that many disadvantaged families or people living alone died at home without care or were in trouble but could not get help. This made the world generally believe that civil servants lack enthusiasm for public service. However, many empirical studies have found that civil servants choose to work in the public sector Departments have a high "public service motivation" and will improve their cognition and work performance at work. There seems to be a gap with the world's views on civil servants. Is it possible that it is caused by the sympathy and care of civil servants for the public? The impact of compassion fatigue is a subject worth exploring. This study takes the grassroots employees of the Civil Affairs Department, Social Affairs Department, and Administration Department of the 37th District Public Office in Tainan City as the research object, and adopts the questionnaire distribution method to conduct empirical research. A total of 342 questionnaires were sent out, 315 were returned, and 5 invalid questionnaires were eliminated. A total of 310 questionnaires were returned, with a return rate of 92.1%. The research method of this study adopts quantitative analysis. According to the analysis results, the conclusions of this study are as follows: 1. The higher the employees' public service motivation, the higher their job satisfaction. 2. The higher the employees' public service motivation, the higher their willingness to work hard. 3. Employees' sympathy fatigue did not significantly moderate the relationship between public service motivation and job satisfaction. 4. Employees' sympathy fatigue did not significantly moderate the relationship between public service motivation and willingness to work hard. Based on the above conclusions, this study further proposes management implications and suggestions for future research.
