描述: 臺灣地理位置四面環海，但國人自身游泳知能、技能與他國相較下，顯現出較先天不足。游泳運動為全身性的大肌肉運動，也較其它項運動安全且和緩、不易受運動傷害，所以適合各年齡層來學習游泳，特別是求學階段的學童來學習更能有養成游泳運動習慣的效果。　　戰後臺灣政府在三級學校之體育課程中，多重於陸上運動、球類等為主要體育課程科目，而水上運動(游泳)皆列於選授科目。本研究旨在探究戰後臺灣在1945~2010年期間，游泳政策之發展內容與落實。主要採用歷史研究法。研究結論如下:　　游泳政策模糊期:在三級學校的體育課程，水上運動皆為選授課項目，無授課強制性，且多與當時師資、場地設備有密切關係;省政府始推展國民體育活動，其中包括游泳運動，並以各縣市體育場館設立游泳池為主要。　　游泳政策明確期:政策明確期為游泳政策發展之興盛時期，主要推廣單位有教育部體育司與行政院體育委員會，而推廣學生游泳能力中程計畫則是開啟了游泳政策明確期之始，並與海洋政策互相結合;2001年起實施國民中小學之九年一貫，各校可自編學習教材，游泳成為健康與體育課程之一環，游泳政策在此明確展開，對於學生游泳能力之發展，更是相得益彰。
The geographical location of Taiwan surrounded by the sea, but compared with other countries, our knowledge and ability about swimming skills that show more deficiencies. Swimming is a kind of large muscles sports for the whole body,compares with other items that is more safe, gentle, and less susceptible to injury , so it''s suitable for all ages to learn, especially has better effect for the school age children to develop the swimming habits After the war, the government of Taiwan implements physical education curriculum in three level school, due to political situation and policy,multiple land-based sports, ball sports as the main curriculum, and water sports (swimming) are listed in the grant selection subjects. This study aimed to explore the post-war Taiwan in 1945 and 2010, the development of swimming policy content and implementation. Mainly historical research method. Findings are as follows: Swimming period of the policy ambiguous: the physical education in three level schools of all types of sports are used in Taiwan ,after the war, the water sports will be selected as the last choice of required lesson in elementary school; the water sports and martial arts will at least be chosen instruction types, it is closely related the teachers and field equipment with the time. Swimming in 1962 before they were included in the elementary physical education curriculum content and other material items, 1968 and 1975, elementary school physical education curriculum revisions, water sports (swimming) as an option to change the grant materials. 1971 High School physical education and sports programs in the country in 1972 are listed as options granted. Swimming period of the policy clear: policy clearly a period of prosperity during the swimming policy development, the main unit of the Ministry of Education to promote Physical Education and Sports Affairs Council, and the medium-range plan to promote students'' swimming ability is a clear policy on the swimming period of the beginning of with each other and with the marine policy; 2001, the nine-year implementation of national primary and secondary schools, each school can be self study materials, swimming, health and physical education as one ring, swimming in the clear to start the policy for the development of students'' swimming ability, even complement each other.
