  • 描述: 科技發展已到了知識爆炸的時代,知識經濟是世紀競爭的基礎,在全球化經濟的今日,企業的競爭力展現在人才的質與量,各國對於人才的培育與延攬更顯重視,突顯出人力資本在全球競爭中的策略角色。行政院勞工委員會職業訓練局(以下簡稱職訓局)推動「臺灣訓練品質系統」(Taiwan TrainQuali System,簡稱TTQS),作為政府補助各項企業人才培育計畫之核心系統,目的為提升企業人力資本,提供企業進行訓練管理的檢視,以衡量訓練計畫實施內容、流程與成果的品質。有鑑於政府部門在知識經濟時代中將扮演知識管理推動者的重要的角色,站在TTQS分區服務中心的角度,應協助職訓局做好推動TTQS的工作,借以建置TTQS知識管理系統(Knowledge Management Systems,簡稱知識管理系統)以達知識擴散及組織績效之提昇,有助於訓練品質及服務效能。然而目前國內對於TTQS應如何導入知識管理之研究卻相當的缺乏,故興起辦訓單位如何導入TTQS知識管理此一主題之研究,並以2012年雲嘉南地區導入TTQS之企業機構為研究對象,共有181家次,共發出問卷181份,回收率為100%。本研究採用描述統計分析、相關係數分析、變異數分析、成對樣本t檢定等方法分析後發現,企業機構的辦訓人員對TTQS整體架構之指標的認知還是有其缺口,且在書文資料的準備上不知如何呈現,以至評核出來的成績不儘理想。從整體分析中我們可以得知,企業機構的辦訓人員對導入TTQS確實有其知識的不足,且從問卷中也得知其受評單位對TTQS 知識管理系統的迫切需求,因此本研究以任務科技配適理論(Task-technology fit, TTF)的觀點,運用資訊科技化的知識管理系統來協助企業,補強其知識的不足,把整體TTQS架構及相關知識融入其中,協助受評單位能借由TTQS 知識管理系統正確導入,相信此系統的四大功能(知識庫、專家資料、知識搜尋及檢索、社群討論區)架構將可幫助未來想導入TTQS訓練品質系統的企業有所依循,提供TTQS導入者知識的傳達進而擴散,提升臺灣整體的訓練品質。研究中我們也發現從輔導制度的建立與TTQS課程的訓練來看,確實有其效益,但還未能完全滿足其需求,若能利用科技化工具知識管理系統來輔助企業導入TTQS,提升訓練品質,不僅對整體推動TTQS訓練品質系統是有所助益的,且對國家整體競爭力相對提升。
    The technological development has reached to the era of knowledge explosion. The knowledge-based economy has become the foundation in this competitive world in this century. Nowadays as the economy turns globalized, the industrial competitiveness is demonstrated in the quality and quantity of human resources in the enterprises. Countries of the world have put much emphasis on the training and recruiting of human resources, which manifests the strategic role of human capital in this global competition.The Bureau of Employment and Vocational Training of Executive Yuan (abbreviated as BEVT) promotes the ‘Taiwan TrainQuali System’ (abbreviated as TTQS) as the core system, which is subsidized by the government, to develop and train human resources for all kinds of projects among enterprises. Its purpose is to promote human capital in the enterprises and examine the training and administrating of human capital within the enterprises, so as to measure and judge the quality of their training programs, including the implemented details, processes, and outcomes.In view of the government departments playing a significant role as promoters in regulating knowledge in the times of knowledge economy, from the viewpoint of a branch service center of TTQS, we should assist the BEVT to do well on the job of promoting TTQS, as well as establishing TTQS KMS to meet the purpose of spreading knowledge and raising the institution''s performance and efficiency, which is beneficial to raise training qualities and the efficiency of service. However, researches on how to implement TTQS into Knowledge Management System, abbreviated as KMS, are quite scarce in our country. That’s why this research is on the subject of how training institutions implement TTQS Knowledge Management. The objects of this research are from the industrial enterprises which had implemented TTQS in the year of 2012 from Yunlin, Jiayi, and Tainan areas. There are totally 181 industrial enterprises, and with 181 questionnaires sent out, there is a 100% rate of questionnaires returned. This research is conducted through the methods of descriptive statistical analysis, correlation coefficient analysis, analysis of variance, and paired-samples T test. The results show that training employees from the industrial enterprises don’t fully recognize the index of the TTQS integral framework, and don’t know how to present and prepare for the paperwork. Therefore, the evaluated performance is not quite satisfactory.We learn from the overall analysis that employees who are in charge of training from the industrial enterprises are lack of related knowledge on how to implement TTQS. We also learn from the questionnaires that the institutions receiving the evaluation have an urgent need for TTQS KMS. As a result, this research takes the perspective of the theory of Task-Technology Fit (TTF), using KMS as the information technology to assist enterprises to strengthen its deficiency in knowledge and implement the integral TTQS framework and related knowledge into it, helping institutions receiving this evaluation be able to correctly implement TTQS KMS. It is believed that the system’s framework of four major functions – knowledge database, expert data, knowledge searching and index, and social group discussion – will help enterprises which would like to implement TTQS in the future to have something to rely on. Also, this framework provides TTQS personnel a way to convey and further spread knowledge, and raise the overall training quality in Taiwan.We also find from this research that it is indeed beneficial to establish a guidance system and TTQS training courses, but they don’t completely satisfy the need of enterprises. Consequently, if we can use the technological tool such as KMS to assist enterprises to implement TTQS and raise their training qualities, it not only is advantageous to promote the TTQS as a whole but also relatively raise the overall competiveness of our country.
