  • 描述: 本研究只在探討台南市教育人員對學校組織再造的看法之研究。主要研究目的如下:1. 探討不同背景變項國小教育人員,從性別、年齡、職位、班級數,學歷之自變項中,研究其差異。2. 探討國小教育人員對組織再造,學校教師專業自主之效能現況。3. 探討不同背景之國小教育人員對校務權力分享的現況分析。4. 探討國小教育人員對學校職務分工效能的現況分析。5. 根據分析研究結果,提出建議以提供教育行政機關國小教育人員,學校教師及相關研究之參考。為達成上述目的,本研究採用「問卷調查研究法」,以自編「台南市國民小學教育人員對學校組織再造看法調查問卷」為研究工具,以台南市國小教育人員(包括行政人員與正式編制內教師)為母群體,分層隨機抽取300 名教育行政人員與300 名教師進行施測,有效樣本487 名,所得資料使用次數分配,百分比及單因子多變項變異數分析等統計方法進行資料考驗分析。茲歸納研究的主要結論如下:1. 國小教育人員對教師專業自主的態度都抱持相當樂觀積極的態度,兩者達到顯著正相關。2. 國小教育人員對學校校務權力分享的看法,兩者達到顯著相關。3. 國小教育人員對學校職務分工的看法,兩者達到顯著相關。4. 國小教育人員對組織再造對教師專業自主看法,因班級數不同而有所差異。5. 國小教育人員對校務權力分享的看法班級數及職務不同差異較大。6. 國小教育人員對學校組織再造以高倡導、高關懷,最受支持。7. 國小教育人員對組織再造最適合的方式是民主的領導最受歡迎。8. 國小教育人員對組織再造的效能,最主要是本位主義,缺乏團隊精神。9. 國小教育人員對組織再造認為要多溝通,重於行政命令。10. 國小教育人員對組織再造,一致認為要配合時代潮流。根據上述結論提出以下建議供有關單位及人員參考:一、對教育行政機關的建議1. 成立推動學校組織再造專責機構。2. 推動校際整合,以達校務行政運作流暢。3. 減少與教學無關之工作,使教師達成專業自主目標。4. 適時修改不適宜潮流的教育行政法令。5. 減少教師兼任行政工作。6. 協助學校辦理家長成長團體與進修活動。ii二、對學校教師與學校教育人員的建議:1. 以學校為團體相互溝通,合作達成團體校園快樂化目標。2. 主動積極參與學校辦理的各項活動,並加強進修成長自我,達成團體和諧行政運作順暢。三、對家長與民間家長團體的建議:1. 有系統的結合民間家長團體協助學校發揮教育影響。2. 推動彈性上班以增進親子相聚機會及支援家長參與學校校務。3. 發動義工參與學校校務工作達成家校合作之目標。
    The purpose of this study was to investigate elementary schoolteachers 'opinion toword reconstruction of school organization. Theobjectives of this study were as followings:1. To investigate the difference of the elementary school educational personnelof different backgrounds from items on gender, age, position, number ofclasses, and educational backgrounds to study its discrepancy.2. To investigate the present organizational reconstruction and the efficiencyof the professional autonomy of the elementary school educationalpersonnel.3. To investigate the present power sharing of school affairs for elementaryschool educational personnel of different backgrounds.4. To investigate the analysis on present school affairs sharing efficiency ofthe elementary school educational personnel.5. To offer suggestions based on analysis and research results for the futurerelated research reference for educational administration departments,elementary school administrative personnel, and teachers.In order to achieve the above objectives, this study applied “questionnaireinvestigation research method” with the self edited “Investigation questionnaireof the views of the Tainan City Elementary School educational personneltoward organizational reconstruction” as the study tool, which took the TainanCity elementary school educational personnel (include administrative personneland official organized teachers) as the main group to random draw 300educational administrative personnel and 300 teachers to proceed with the test.The valid sample was 487 people, the use frequency distribution percentageand One-way analysis of multivariate variance etc, statistic methods of theobtained data are used for test and analysis.The conclusion is summed up as the followings:1. The educational personnel of elementary school had positive and optimisticattitude toward professional autonomy of teachers, both factors presentsignificant positive relations.2. The educational personnel of elementary school presented significantpositive relations regarding school power sharing.3. The educational personnel of elementary school presented significantvpositive relations regarding labor division of school affairs.4. The views of the educational personnel of elementary school indicateddifference on professional autonomy of teachers due to different levels ofthe classes.5. The view of the educational personnel of elementary school showed biggerdifference on school affairs power sharing due to the size of classes anddifferent positions.6. The educational personnel of elementary school were most supportive onhighly guidance, most concern regarding the school organizationalreconstruction.7. The educational personnel of elementary school agreed democraticleadership is most welcome regarding school organizational reconstruction.8. The factors hindered the school organizational reconstruction efficiencymainly was due to too self-awareness and lacking of teamwork spirits.9. The educational personnel of elementary school considered communicationis more important than administrative order regarding the schoolorganizational reconstruction.10. The educational personnel of elementary school all considered schoolorganizational reconstruction must coordinate with the trend of the time.According to the above conclusions, the researcher offered the followingsuggestions for future reference of the related departments and personnel:1. Suggestion to the educational administrative departments:1) To set up a responsible institution to promote the school organizationalreconstruction.2) To promote inter schools integration to achieve smooth school affairsadministration.3) Reduce work not related to teaching to allow teachers to achieve thegoal for professional autonomy.4) To revise the educational administrative laws improper to modernsociety.5) Reduce the administrative work of the teachers.6) To help the school to establish parents growing group and further studyactivity.2. Suggestions to school teachers and educational administrative personnel:1) Take school as a group to communicate with one another and toachieve happy campus objectives through cooperation.2) Actively participate different activities hold by school and to reinforcethe study and self-growth to achieve group harmony and smoothviadministrative operation. .3. Suggestions to parents and private parents groups:1) To cooperate with private parent groups systematically to help schooland to develop the educational influence.2) To promote flexible work to increase the parent and children gatheringtime and opportunity, also, to support the parents to get involved inschool affairs.3) Initiate the volunteers to participate in school affairs work to achieveobjectives of cooperation between family and school.
