台南市國民小學人權教育實施現況與困境之研究

  • 描述: 本研究旨在瞭解台南市國小實施人權教育教學的現況與困境,並依據研究結果提出建議,以作為教育行政機關、學校及教師實施人權教育之參考。 本研究兼採問卷調查法與半結構訪談法。問卷調查對象為台南市之國民小學教育人員,採分層立意取樣抽取樣本594人,回收之有效問卷為405份,可用率為68.2%。研究工具為『台南市國民小學人權教育實施現況與困境調查問卷』,所得資料以百分比、次數分配及卡方考驗等統計方法進行分析。訪談對象採立意取樣抽取8人。 本研究獲致下列結論:一、大多數國小能以多元方式來推動人權教育教學二、人權教育的師資以「級任教師」為主,但教師人權教育專業知 能不足與實施意願不高為其困境三、人權教育以融入各科教學,且與「綜合活動」領域一併進行規 劃為主,教學方法以「講述法」、「角色扮演」為最多四、教學節數不足與教師支持度不夠為課程實施的困境五、人權教育的教材來源以時事新聞事件最多,編輯教材的主要困 境為缺乏教材來源六、評量方法能多元化,但須界定具體的行為指標七、「學校活動太多,以致影響教學」是最常遭遇的問題 依據上述結論,本研究提出下列建議:一、對教育行政機關的建議 1.以策略聯盟方式加強提供教師在職進修的管道與機會 2.減少學校不必要的活動,落實「小校小班」政策 3.訂定人權教育教學之具體能力指標二、對學校行政單位的建議 1.落實校園人權教育,型塑尊重關懷環境 2.營造多元的人權教育推動方式 3.規劃完整教學節數,落實人權教育教學三、對教師的建議 1.靈活運用各種教學策略,提升整體教學成效 2.積極參與各種進修活動,促進個人專業成長 3.積極投入自編教材的工作
    The purposes of this study were to realize the current situation and difficulties of human right teaching in elementary schools in Tainan City and offer some suggestions for the reference of educational administrative organizations,elementary schools,and teachers. This study had methodologically adopted questionnaire survey and semistructured interview. The subjects of questionnaire survey were elementary school teachers in Tainan City. Questionnaires were handed out to the 594 teachers by stratified purposive sampling. The valid samples were 405. The usable percentage was 68.2%.“Questionnaire of the current situation and difficulties of human right teaching in elementary school in Tainan City” was used as an instrument. Data were analyzed by using statistics of percentage, frequency distribution and Chi-square Test. The samples of interview were 8 teachers by purposive sampling.Based on the result, the main conclusions were as follows:1.Most elementary schools implemented human right teaching by diversified ways.2.Home room teachers were the most important for the human right teaching, but teacher’s shortage of human right teaching competency and low willing to implement were its difficulties. 3.The human right teaching took integrating each section teaching, and carrying on a program with "comprehensive activity". The most method of teaching was "the preaching method" and "the role play".4.The difficulty on the curriculum was that the teaching time was not enough and teacher''s support was also not enough.5.The most teaching material source of the human right teaching was the currently news affairs. The main difficulty on compiling material teaching was lacking in teaching material sources. 6.The evaluation method could be in variety ,but the concrete behavior index must be defined.7.The most problem was that "too many school''s activity influence the teaching". According to the above conclusions, the following suggestions were offered to the educational administrative organizations,elementary schools,and teachers.1.Suggestions for educational administrative organizations(1)To provide the way and chance of in-service education for teachers by strategic alliance.(2)To reduce unnecessary activities of school and carry out the "small class in small school" policy.(3)To establish the concrete ability index of the human right teaching.2.Suggestions for elementary schools(1)To carry out the human right teaching in schools and mould the environment of respect and concern.(2)To construct the diversified ways for implementing human right teaching.(3)To plan enough teaching time and carry out the human right teaching.3.Suggestions for teachers(1)To use various teaching strategy flexibly for promoting the whole teaching effect.(2)To participate every kinds of in-service education actively for promoting personal profession growth.(3)To put into the work for compiling the teaching materials.Key words:human right teaching、elementary schools
