  • 描述: 本研究旨在探討南部五縣市之國小教育人員對教育改革態度之現況、教師與行政人員對教育改革態度之差異情形、推行教育改革之困境,以及教育人員對教育改革之建議。 本研究採取問卷調查法及半結構訪談法。研究對象為台南縣市、高雄縣市及屏東縣之國民小學教育人員,以分層隨機抽樣方式抽取1005人為樣本,回收之有效問卷722份,所得資料以描述統計、t考驗及單因子變異數分析等統計方法加以分析,困境與建議方面的資料則經歸納整理後以文字條列呈現。 本研究獲致以下十五項結論: (一) 南部五縣市之國小教育人員對整體教育改革態度趨於正向。 (二) 不同性別、年齡、學校規模、教育背景、地區、任教年級、服務年資之國小教師對教育改革之態度沒有差異。 (三) 不同性別、學校規模、地區之行政人員對教育改革之態度沒有差異。 (四) 41至50歲之行政人員對教育改革之態度較20至30歲之行政人員積極。 (五) 研究所(含40學分班)以上畢業之行政人員對教育改革之態度較師專畢業(含專科以下)、師範院校畢業,以及一般大學(含學士後師資班)畢業之行政人員積極。 (六) 校長與主任對教育改革之態度較組長積極。 (七) 服務年資在21年以上之行政人員對教育改革之態度較5年以下之行政人員積極。 (八) 國小行政人員對教育改革之態度較國小教師積極。 (九) 教育改革措施在執行上的困難之主要因素依序為:「家長在意孩子的考試成績」、「政府對教改措施的訂定不適當」、「家長對教改理念不清楚」、「沒有具體完整的教育改革目標」、「學生人數太多」等。 (十) 教育改革最大阻力依序為:家長、教育行政人員、教師、學校教育人員、民意代表、地方人士、學生,最後是校長。 (十一) 教育人員對政府教育當局之建議為「目標應明確可行」、「只定大目標」、「政策不應搖擺不定」、「宣導勿草率」、「多宣導以達共識」、「經費要充足」、「支持基層教師」、「落實評鑑」等項。 (十二) 教育人員對學校之建議為「積極貫徹教改措施」、「加強行政配合」、「加強設備之利用」、「加強理念的溝通」、「支持與支援教師」、「多辦研習」等項。 (十三) 教育人員對家長之建議為「應了解教改的理念與做法」、「尊重學校的決定,全力配合學校活動」、「對教育改革多配合」、「協助教師」、「支援教師」、「摒棄舊觀念」等項。 (十四) 教育人員對自己本身之建議為「教師應有正確的理念」、「自我充實,隨時提昇專業能力」、「加強進修」、「應以宏觀的理念接受教改」、「積極面對教改」、「放大音量,勇敢說出心聲」等項。 (十五) 由訪談結果得出受訪教師對教育改革皆持認同的態度,面對教育改革則認為自己本身心態的調適非常重要;實際參與教育改革後所感受到的困境主要為社會價值觀尚未釐清、配套措施未見完善、宣導也不夠;感受教育改革的阻力,主要是自己本身與家長;需要的資源與協助,如設備的充足、更多參加研習的機會、增加教師的人員編制;對教育改革之建議差異頗大,大致有認同考試制度、強調校園行政倫理的重要、鼓勵有能力的教師應主動走入教改行列、以及不贊成校長遴選等。 根據上述結論,本研究提出一些具體可行之建議,以供政府教育當局、學校、家長、教育人員、及未來研究之參考。 關鍵字:教育改革、國小教育人員、教育改革之態度
    The main purposes of this study were:(1) to explore the attitude of elementary school teachers and administrative staffs toward Educational Reform;(2)to explore the differences among background variables of elementary school teachers and administrative staffs;(3)to explore the problem of Educational Reform;(4)to understand the suggestions of elementary school workers toward Educational Reform. In order to achieve its purposes, this study had methodologically adopted questionnaire survey and semi-structured interview. A questionnaire developed in this study was used to make a survey on 1005 teachers randomly selected from elementary schools in Tainan county, Tainan city, Kaohsiung county, Kaohsiung city and Pingtung county. The valid sample were 722. The data obtained by questionnaire were analyzed by T-test and one-way ANOVA. The data about the problem and the suggestion toward Educational Reform were analyzed orderly. From the analysis of result, the following conclusions were drawn: 1. The attitude of elementary school educational personnel toward Educational Reform was positive. 2. The attitude of elementary school teachers toward Educational Reform was no difference between gender, age, school size, educational background, school location, teaching grade, and on-duty years. 3. The attitude of elementary school administrative staffs toward Educational Reform was no difference between gender, school size, and school location. 4. The attitude of 41 to 50 years old administrative staffs toward Educational Reform was more positive than 20 to 30 years old ones. 5. The attitude of administrative staffs of master degree toward Educational Reform was more positive than others of educational background. 6. The attitude of principals and head of a division toward Educational Reform was more positive than other administrators. 7. The attitude of administrative staffs who had above 21 on-duty years toward Educational Reform was more positive than administrative staffs who had under 5 on-duty years. 8. The attitude of administrative staffs toward Educational Reform was more positive than teachers of elementary schools. 9. The primary problems of Educational Reform were :「Parents care children’s score」、「The policy of Educational Reform is not appropriate」、「Parents do not understand the concept of Educational Reform」、「No concrete goal of Educational Reform」、「The number of student is too many」. 10. The obstruction of Educational Reform were: parents, administrative staffs of education, teachers, administrative staffs of elementary schools, delegate of citizenry, local personalities, students, and principals. 11. The suggestions of elementary school educational personnel to the authorities of educational administration were:「The goal should be practicable」、「Only main goal」、「The policy should not be indecisive」、「Enhance advertising」、「The resource should be enough」、「To support the teachers」、「To implement evaluation」. 12. The suggestions of elementary school educational personnel to elementary schools were:「To implement the policy of Educational Reform positively」、「Enhance administrative coordination」、「Enhance the use of equipment」、「Enhance the communication of concept in Educational Reform」、「To support the teachers」、「To hold more conferences」. 13. The suggestions of elementary school educational personnel to parents were:「Should understand the concept and the practice of Educational Reform」、「To esteem school policy and cooperate with school」、「To assist teachers」、「To support teachers」、「To abandon the obsolete opinion」. 14. The suggestions of elementary school educational personnel to themselves were:「Teacher should have correct concept」、「To improve professional ability」、「To pursue further education」、「To accept Educational Reform with open-mind」、「To face Educational Reform actively」、「To speak up loudly」. 15. Some conclusions were obtained from the result of interview: (1)The attitude of teachers toward Educational Reform was positive.(2)It was important to adapt themselves to Educational Reform.(3)The main problem of Educational Reform was the obscurity of social value.(4)The main obstruction of Educational Reform were teachers and parents.(5)The assistance were like equipment, further education, and the expanding of organization.(6)The suggestions of Educational Reform were varied. According to the above conclusions, some suggestions were offered to the educational administration authority, the elementary schools, parents, administrators and teachers.
