從經濟觀點探討國民小學最適經營規模之研究-以嘉義縣為例

  • 描述: 基於小班小校政策的推動、教育經費編列與管理法的公佈施行、國民教育權歸屬地方政府權限等研究背景,和個人服務於嘉義縣國民小學之地緣關係,希望對嘉義縣國民小學經營狀況有更深入的認識。本研究首先透過文獻探討,分析國民小學經營規模之有關理論與實證研究;其次利用調查表了解嘉義縣國民小學學校經營規模之單位學生經常成本、學校規模及學校素質因素;再來分析各種規模類型學校間單位學生經常成本和學校素質因素的不同;並且估算國民小學之最適經營規模學生數;最後綜合本研究分析結果,作成結論,供教育行政機關、學校行政機關做決策參考。本研究經分析結果,得到以下的結論:一、學校規模與單位學生經常成本相關性分析1.單位學生經常成本與學校規模的關係是顯著負相關。2.小型學校之單位學生經常成本最高,其次是中型學校,以大型學校最低且三種類型學校之單位學生經常成本的平均數均有顯著差異。二、學校規模與學校素質因素相關性分析1.教師平均學歷、師生比、平均班級學生數、合格師資比,以大型學校比例最高,小型學校最低。2.教師平均服務年資以中型學校最高,大型學校略低,小型學校最低。3.教師平均任教科目、單位學生圖書數、單位學生校地面積、單位學生建築面積、單位學生電腦數,以小型學校最高、中型學校次之、大型學校最低。4.合格師資比、單位學生圖書數、單位學生建築面積小型和中型、小型和大型學校達顯著差異。5.師生比、平均班級學生數、單位學生電腦數在各類型學校間均有顯著差異。三、嘉義縣國民小學之最適經營規模學生數分析1.全樣本國民小學簡單迴歸分析以L型模式為最適經營成本曲線,而以U型模式估算出的最適經營規模學生數,約為948人;加上學校素質因素後,多元迴歸分析也是以L型模式為最適經營成本曲線,而以U型模式估算出的最適經營規模學生數,約為950人。2.100人以下之國民小學簡單迴歸分析以L型模式為最適經營成本曲線,而以U型模式估算出的最適經營規模學生數,約為84人;加上學校素質因素後,多元迴歸分析以U型模式為最適經營成本曲線,而以U型模式估算出的最適經營規模學生數,約為84人。3.超過100人之國民小學以簡單迴歸分析,L型模式為最適經營成本曲線,而以U型模式估算出的最適經營規模學生數,約為1045人。加上學校素質因素後,多元迴歸分析以L型模式為最適經營成本曲線,而以U型模式估算出的最適經營規模學生數,約為1051人根據上述的結論,本研究提出以下建議一、建議教育行政機關,建立學校規模指標和試辦學校分校化。二、建議學校行政機關,建立績效制度、公開校務狀況、營造優質教學環境、建立支援教學網路、善用學校優點和建立行政電腦化系統。
    Due to 4 reasons: 1.The enforcement of the "small class, small school" policy;2.The publication and execution of the educational budget and management law;3.The authority of elementary school belonging to local government;4.The author’s working experience for several years at Chaiyi County’s elementary school, This research hopes can understand more about school management in Chaiyi county’s elementary schools.The first method of this research inquires literature review in order to analyze related theories and empirical studies for elementary school’s economic scale, then uses questionnaire in order to understand the current cost per student, school scale and the school quality factors. Furthermore this research analyzes the differences of the current cost per student, the school quality factors among different school scales and estimates the optimal scale. Finally, this research synthesizes the results and makes conclusions for the policy reference of educational administration institutions and school administration institutions. Conclusions of this research are as follows:一.The correlation between school scale and the current cost per student.1.The correlation between the current cost per student and school scale is negative. 2.There are significant differences among the small, medium and large scale schools.二.The analysis of school scale and the school quality factors.1.In terms of the average degree of teachers, teacher per student ratio, the average student numbers and the rate of qualifying teachers, large scale school has the largest value and small scale school has the smallest value. 2.In terms of the average serving years of teacher, medium scale school has the largest value and small scale school has the smallest value. 3.In term of the average subjects of teachers, the books per student, the computers per student, the campus area per student, the building area per student, small scale school has the largest value and large scale school has the smallest value. 4.The rate of qualifying teachers, the books per student and the building area per student are significant different between the small scale and medium scale school, also they are significant different between the small and large scale school. 5. Teacher per student ratio, the average student numbers and the computers per student are significant different among small, medium and large scale schools. 三.The analysis of the optimal scale. 1.The results of simple regression analysis for all the sample: the optimal cost curve is L-shaped and the optimal scale is about 948 students. The results of multiple regression analysis for all the sample:the optimal cost curve is L-shaped and the optimal scale is about 950 students. 2.The results of simple regression analysis for schools under 100 students: the optimal cost curve is L-shaped and the optimal scale is about 84 students. The results of multiples regression analysis for schools Under 100 students: the optimal cost curve is U-shaped and the optimal scale is about 84-students. 3.The results of simple regressions for schools over 100 students: the optimal cost curve is L-shaped and the optimal scale is about 1045 students. The results of multiple regression analysis for schools over 100 students: the optimal cost curve is U-shaped and the optimal scale is about 1051 students.According to above conclusions, this research provides suggestions as follows. 一.It suggests the educational administration institutions should establish the school scale indicator and try to set up branches for small schools.二.It suggests the school administration institutions should establish teachers’ achievement system ,and announce school affairs condition, create the high quality teaching environment ,set up the teaching-aids networks, utilize school’s merits and establish the computerization of administration system.
