  • 描述: 本研究旨在探討我國國小教育人員對實施國小校長證照制度之看法,並探討不同背景與環境變項的國小教育人員對實施國小校長證照制度之看法差異情形。最後根據研究結果,對教育行政機關、校長及未來研究提出具體建議。本研究採用文獻分析、問卷調查法及半結構式訪談法,以台南縣市、高雄縣市、屏東縣之公立國民小學的國小教育人員為母群體,採分層立意抽樣方式,以「國小教育人員對實施國小校長證照制度的看法」、「國小教育人員對實施國小校長證照制度的看法訪談大綱」為調查工具,針對研究區域中163 所學校中820 位國小教育人員進行問卷調查研究,回收可用問卷共647 份,可用率為78.9%。所得資料以次數分配、百分比、百分比同質性卡方檢定;每題答「其他」選項者、開放性問題與訪談之資料,採內容歸類、分析說明方式處理。根據資料分析結果,本研究可獲得以下結論:一、教育人員對實施國小校長證照制度的相關資訊瞭解並不深入。二、教育人員認為我國應建立國小校長證照制度。三、實施國小校長證照制度應重視校長在職進修規劃的問題。四、實施校長證照制度將使現職校長更加積極奮發。五、實施校長證照制度恐造成現職校長恐慌。六、國小校長導入課程應將實習課程併入校長培育職前訓練。七、國小校長證照的核發以校長的專業能力為首要條件。八、審核校長證照的制度應保持公平與客觀。九、國小校長證照制度的權責單位應由教育部統籌。十、國小校長應具備的專業的教育行政知能。十一、國小校長學歷方面應提升至師範院校教育相關之學士學位。I十二、我國應建立強制的在職進修制度,以增進校長的專業知能。最後,根據上述的結論,分別提出以下的建議:一、對教育行政機關之建議(一)宜規劃明確的國小校長證照制度,全面提升校長專業。(二)逐漸提升國小校長候選人的學歷。(三)建立國小校長強制性的在職進修。(四)審核校長證照制度應保持公平與客觀。二、對國小校長之建議(一)成立校長專業促進會,發揮同儕間資訊的交流。(二)積極充實專業知能,有效領導學校發展。三、對未來研究之建議(一)校長證照制度內容規劃方面。1、發展與設計校長專業知能的課程。2、規劃與建立校長在職進修。(二)研究方法方面建議可以將訪談對象擴至教育行政機關人員、家長會等教育相關人員,以獲得更真實之資料。(三)研究對象方面建議將樣本擴至全國各公、私立高中、國中及國小,更能發現我國教育人員對於校長證照制度的看法。(四)研究時間方面未來可以做更長時間的縱貫研究,以進一步瞭解國小校長證照制度的發展及改進方向。
    The purposes of the study were: (1) to explore the opinions ofelementary school educational personnel toward the license of elementaryschool principal; (2) to explore the differences among background andenvironmental variables of elementary school educational personnel; (3)some of suggestions were offered to the educational administration authority,the elementary school principal, and further study.This study probes into related personnel’s opinions on the license ofelementary school principal by documentary analysis, questionnaire survey,and semi-structured interview. A questionnaire developed in this study wasused to make a survey on 820 personnel stratified purpose sampling fromelementary schools in Tainan county, Tainan city, Kaohsiung countyPingtung county. Among all the retrieved questionnaires, 647 of them arevalid, reaching a valid rate of 78.90﹪. The data are analyzed by frequencydistribution, percentage, and Chi-square test of homogeneity of proportions.Those answers that are on the item as “none of the above” and the data fromopen questions are classified and analyzed by their characters.Based on the results of the study, the following conclusions arereached:1. The elementary school educational personnel do not insufficiently realizethe information of the license of elementary school principal.2. The elementary school educational personnel considered that the licenseof elementary school principal should be established.3. To implement the license of elementary school principal, we should thinkhighly of the principal in-service training system.III4. To implement the license of elementary school principal is positive to thepresent principals.5. To implement the license of elementary school principal may bring aboutthe scare of the present principals.6. Performance preparation curriculum for principals should combine withintern system.7. The most important condition to issue the license of elementary schoolprincipal is principal professional abilities.8. The license of school principals’ system should keep fair and objective.9. The Ministry of Education should make an overall plan of schoolprincipal license.10. Elementary school principals should have the quality of educationadministrator acknowledge.11. Elementary school principals should be required the degree of Bachelorof education in their academic background.12. To improve principal professional abilities, we should establishcompulsive principal in-service training system.Based on the results of this study, some suggestions were given as areference for educational administrative institutions, elementary schoolprincipals and future researchers.
