資源利用的與分配,必須充分利用科學技術知識來規劃資源層次,面對不同種類的資源進行不同層次的時候,又必須考慮地區配置和綜合利用問題。然而資源的多寡會造成結果的差異,因此在大學分配過程中應設法減少資源分配的不均、不公及不當,以促進學校的均衡發展。在兼顧公平與效率的原則下,對資源作最合理的分配,減少不當投資所造成的浪費,以地區之差距,達成均衡區域教育發展的目標,高等教育激烈的競爭下,大學有效運用現有資源、並妥善規劃整合,才能永續經營發展。大學校院的辦學品質決定於發展目標與社會背景的契合、投入與其目標的契合、執行策略的有效性以及受教者最終的獲益程度,確認是各項功能運作皆有助於達成學校之設立宗旨與目標,協助學校自我定位、發現優劣勢並且強化發展特色,促進自我改進。因此,本論文以國立臺南大學為範例,透過應用知識本體(Ontology)技術分析源規劃知識本體,使用模糊標記語言(Fuzzy Markup Language, FML)並加入來表達資源規劃機制所建置的模糊知識庫及模糊規則庫,藉此機制來評量自身是否合乎規範,藉此改善自身不足之處。並依據所定義之重要導入知識管理系統,期許未來能作為其他院校單位進行知識蒐集、利用及分享、流程改善及知識管理導入之參考。而本研究裡建置新型的Type-2 Fuzzy Sets建置並希望能增加其預測的準確度將系統建置完善。應加強教育資源之整體規劃,將資源評估與調整,列為校務發展計畫之首要工作,確實掌握學校資源發展動態,以改善與充實學校資源,進而提高教育品質。
Resource use and distribution must take advantage of scientific and technical knowledge to improving of the resource level, face on different types of resources to different levels of utilization, must take into account the regional configuration and utilization. However, the amount of resources caused by the difference between the results of university allocation process should seek to reduce inequalities of resource allocation, unfair and improper to promote the balanced development of the school. The principle of balancing fairness and efficiency, the most rational distribution of resources, reduce waste caused by the improper investment, the gap between the region to reach the goal of balanced regional development of education, and the fierce competition of higher education, universities, effective to use resources and proper planning of the integration to sustainable development. University quality determines development goals and social background of the fit, the fit of investment its objectives, the extent of the effectiveness of the implementation strategy as well as recipients of the final benefit, to confirm the functioning of all help the aims and objectives established to reach school, to assist schools in self-positioning, find strengths and weaknesses and strengthen the development of features to promote self-improvement. In this thesis, National University of Tainan as an example, planning the ontology, using the FML (Fuzzy Markup Language) and joined HEEACT management mechanism to build technical analysis through the application of Ontology fuzzy knowledge base and fuzzy rule base to make the institutions through this mechanism to evaluate the amount of their own normative, therefore improving own inadequacies. Knowledge management system in accordance with the definition of expectations of future units as other institutions for knowledge collection, use share process improvement and knowledge management into the reference. In this study, we use Fuzzy Type2 build and increase the prediction accuracy will improve system implementation. Strengthen the overall planning of educational resources, resource assessment and adjustment as the primary work of the university development plan, and understand exactly what the university resource developments in order to improve and enrich the school resources, thus improving the quality of education.
