描述: Over the last few years, there has been significant discussion regarding the European Union's plans to revamp its approach to the regulation of existing chemicals. On 7 May 2003, the European Commission took an important step forward in making its "New Chemical Policy" (NCP) more than a concept and issued draft regulations designed to implement it (website: http://europa.eu.int/comm/enterprise/chemicals/chempol/whitepaper/REACH.htm ). As written, the proposal would impose a burdensome, impractical and costly new European chemicals policy on chemical manufacturers, importers and downstream users. To US chemical interests, the proposal, if implemented, will inspire chemical product deselection, enhanced scrutiny of certain chemicals and consumer products in which these chemicals are contained, and pressure to reformulate products. The article highlights key elements of the proposal and outlines why there is widespread concern about it.
