英格兰地区国定课程评量的雏型始于1985年的白皮书——《更好的学校》(BetterSchool,Des,1985)这份报告书。对于为什么要制定英格兰地区国定课程评量,1987年《5岁-16岁的国定课程》(Des,1987)中给予了说明:国定课程加上一个清晰的评量系统将有助于教育水平的提升。而关键阶段.即5岁一7岁的国定课程评量是在1991年夏天首度实施的(Murphy,1996;Stobart&Gipps,1997;吴丽君,2003)。
